Our M/WBE Program Objectives

Our Diversity Compliance Team’s objective is to achieve the project goals as it relates to our M/WBE Program*.

Our company has fostered a work environment which is compliant with ethical conduct and has respect for individual differences. This principle is embedded in the institutional standard and corporate philosophy of inclusion and equality for all people. Estimating and operations work together to attract and retain a diverse workforce and a talented pool of subcontractors and vendors. All of our company departments are actively involved in maintaining our M/WBE Program and participation goals.

*M/WBE Program: Our M/WBE Program consist of all certifying firms including; Minority Enterprise Business, Women Enterprise, Disadvantage Business Enterprise, Small Business Enterprise, Service-Disable Veteran-Owned Business, Section 3 residents, and Section 3 Business. EW Howell’s M/WBE Program is in compliance with the Federal, State, and City percentage goals and standards, as defined with NYS Executive Law Article 15-A, 5 NYCRR Part 140 and Federal Equal Employment Opportunity Act of 1972, and Housing and Urban Development (HUD) Act of 1968.

Minority & Women Business Enterprises M/WBE

The intent of the program is to encourage and assist in developing business relationships between our company and Minority & Women Business Enterprises.

Good faith effort outreach and the estimating department participate in pre-bid meetings, various workshops, webinars and M/WBE conferences to identify available, ready, willing and able firms that have the capacity to bid on our projects. 

These events include:

  • Association of Minority Enterprises of New York – Business Development Conference in Albany, New York
  • The Competitive Edge Annual M/WBE Business Conference
  • NYS M/WBE Forum - EW Howell’s commitment to diversity is embodied in its attendance at the annual M/WBE conference, which is a one-stop shop that provides outreach, education and networking assistance to the New York business community
  • New York City Small Business Solutions – Citywide Procurement Fair
  • The Long Island Community & Economic Development Conference

All qualified firms on our company bidders list are sent invitation to bid via our management software where they are given access to our drawings and specifications in a timely manner in order to submit their quote. A concerted effort is made to invite and document M/WBE firms. The database is compiled, updated and maintained by our estimating department.

A key element of our Good Faith Effort includes maintaining solicitation, quotes and negotiation documentation for each M/WBE subcontractor and vendor during the bidding phase, award phase, and Post award phase in effort to meaningfully engage the M/WBE firms.

M/WBE subcontractors and vendors seeking to do business with our firm are encouraged to submit a request via our prequalification application here.

Our estimating department has a company bidders list that includes every subcontractor and vendor that is qualified to bid our work. This company bidder list consists of more than 500 M/WBE firms and is increasing all the time.

EW Howell’s good faith effort relies on the support of our state of the art Bid Management Software, our due diligence, and our documentation of outreach and solicitation strategies to recruit M/WBE certified firms.

Our M/WBE Program focuses on being proactive in our good faith efforts, post-bid solicitations and demonstrating our commitment to provide opportunities to M/WBE firms in accordance with the goals of each project.
