Howard Rowland joined EW Howell in 1983 as Project Manager. Since then, he has proudly served the firm in various capacities, including the positions of Director of Purchasing, Vice President of Estimating and Purchasing, Vice President of Long Island and Midwest Operations, Executive Vice President and President.

Recently promoted to Chairman, he maintains the firm’s reputation for leadership, dedication to quality and competitiveness as exemplified during our firm’s 130+ year history.

Responsibility to our clients is our priority and requires us to deliver the results expected.

Daniel Williams serves as President/CEO of EW Howell and is responsible for the company’s day-to-day decision-making and responsibilities across all departments and sectors. Having been with our organization for 18 years, Daniel joined EW Howell in 2007 as Controller. He has served in several other senior roles, including Chief Financial Officer (CFO), where he was promoted in 2016.

In 2024, he was promoted to President, leading our organization with a deep understanding of its direction and goals.

Executive Vice President

In 2025, Jon DiBiase joined EW Howell as Executive Vice President of Project Management, bringing over 30 years of New York Metro and Long Island construction industry experience to our organization. He has held various leadership positions and managed multiple multi-million-dollar projects over the course of his career. As EVP of Project Management, Jon oversees project management in addition to leading efforts on multiple projects, ensuring that our teams are delivering a consistent product to the highest quality and standards.

John K. Hagen P.E.
Executive Vice President

With over 45 years of experience in the construction industry, John K. Hagen serves as Executive Vice President of Construction at EW Howell, joining our organization in 2014. He continually reinforces the company’s core values, striving for excellence. Mr. Hagen is a licensed Professional Civil Engineer in New York State and holds a Master of Professional Studies. He is instrumental in maintaining organizational structure for our current and future needs.

Michael Johneas
Senior Vice President

Michael Johneas joined EW Howell in 1992 and has over 40 years of experience in the construction industry. He had over 10 years of experience as a project manager, managing a diverse range of construction projects from inception through completion. In 2001, Michael was promoted to Project Executive, and in 2023, he became Senior Vice President, overseeing project controls and company-wide best practices.

Dominic Paparo
Vice President

Dominic Paparo has been with EW Howell since 2000. As Director and then Vice President of Business Development for his first 15 years at EW Howell, he was solely responsible for the strategic planning of developing business through all markets and regions. For the last 10 years, as Vice President, Dominic has been responsible for directing and overseeing all aspects of his projects. Dominic will continue his focus on developing business once again, expanding EW Howell’s market share in the New York City region for all types of projects in and around NYC.

Bob Zirkel
Vice President

With over 40 years’ experience in the construction industry, Bob Zirkel started at EW Howell as an Assistant Project Superintendent in 1985 and has risen within the company, holding titles including General Superintendent. As Vice President and manager of field operations, Bob works hand in hand with our superintendents to focus on the construction of projects and plays a significant role from pre-construction through final close-out.

Arsenio Minondo
Vice President

Arsenio Minondo started with EW Howell in 1998 and brings with him over 38 years of experience to his role. Since joining EW Howell, he has risen through the ranks, holding such titles as Project Manager and Project Executive. In 2016, he was promoted to Vice President. He is responsible for directing and overseeing all aspects of his projects from pre-construction to close-out.

Kevin McKenna
Vice President

Kevin McKenna has over 28 years of experience in the construction industry. He began his career at EW Howell as a Project Superintendent in 1997. Over the years, he held the titles of Project Manager, Project Executive, and in 2016, he was named Vice President. He is responsible for the overall planning, strategy, and management of his projects, consistent with EW Howell’s Core Values, Vision and Strategic Goals.

Bob Timperio
Vice President

Bob Timperio has over 34 years of experience in the construction industry, managing a diverse range of construction projects from inception through completion using alternative delivery methods, including CM at Risk. He joined EW Howell in 2003 as Project Manager. In 2008, Bob was promoted to Project Executive and, in 2016, earned the title of Vice President. Bob is responsible for overseeing all aspects of his projects.

David Casillo
Director of Estimating

David Casillo joined EW Howell in 2010 as Estimator. With over 27 years of construction cost estimating experience, David currently serves as our Director of Estimating, overseeing and coordinating all efforts of the company’s estimating department to meet the established sales goals and growth objectives of the company.

John Masciopinto
Safety Director

Joining EW Howell’s Safety Department in 2016, John Masciopinto is deeply involved in all matters related to health and safety. In 2023, John was promoted to Director of Safety. His core responsibilities include planning, developing, coordinating, and supervising corporate safety, health, and environmental protection functions. John is currently Chairman of the New York City Associated General Contractors (AGC) Safety Committee, which strives to improve safety efforts for all New York State contractors.

Charles R. Wolf, AIA, LEED AP
Quality Director

Charles Robert Wolf, AIA, LEED AP has served as EW Howell’s first Quality Director since 2016; prior to this, Charles practiced architecture for over 35 years. During Charles’ tenure at Howell, the quality culture has grown exponentially and continues to improve through programs and initiatives implemented through his leadership. Charles is on the Quality Executives Committee of the Design and Construction Excellence Exchange (DCX), previously the Construction Quality Executives Council (CQEC).

HR Manager

Having joined EW Howell in 1988, Lynn Dommin boasts over 40 years of human resources experience. Previously, she was our organization’s Payroll & Benefits Manager and currently serves as HR Manager. Lynn oversees all aspects of human resources within EW Howell, including implementing HR policies, overseeing recruitment and hiring, and compliance with employment law and regulations.

Controller

Lori Panessa joined EW Howell as a Controller in 2022. She is a New York State Certified Public Accountant (CPA), and brings over 30 years of experience in accounting, financial advisory, and investment customer service, with a strong focus on the construction industry. Lori oversees all accounting, payroll, tax, and financial reporting functions.

Kemberly Hayes

Assistant Director of Risk & Legal

Boasting over 25 years of experience in contracts and legal matters, Kemberly Hayes joined EW Howell in 1999. Since then, she’s assumed a number of job titles, including Contracts and Claims Administrator, in addition to Assistant Risk Manager and Legal & Risk Manager. In 2025, she was promoted to Assistant Director of Risk & Legal. Kemberly oversees all owner and subcontractor contracts, agreements, bonds, notices, and claims. In addition, she collaborates with EW Howell’s various departments regarding corporate litigation matters.

Joe Petito joined EW Howell in 2016 as Assistant Project Manager. Since then, he has risen through the ranks, serving as Project Manager and Project Executive within our organization. In 2024, he was promoted to Senior Project Executive. His responsibilities include contract negotiation, coordination of project execution in conformity with drawings and specifications, project scheduling, general administration, and owner/architect liaison.

Senior Project Executive

Christopher Caponegro, AIA, LEED AP, has led complex projects since 2015. With over 35 years of experience in the architecture, design, and construction industry, he brings a unique blend of technical knowledge, field expertise, and strategic leadership to every engagement. He is a licensed architect in New York, a member of the American Institute of Architects (AIA), and a LEED Accredited Professional. In 2024, Christopher was promoted to Senior Project Executive at EW Howell. His responsibilities include contract negotiation, coordination of project execution in conformity with drawings and specifications, project scheduling, general administration, and owner/architect liaison.

IT Director

Joseph Gallucci joined the company in 2014 and rose to IT Director in 2023, leading information technology security and IT operations with a focus on innovation. He holds an MBA in cybersecurity and stays ahead of industry trends through certifications, networking, and continuous learning. Joseph oversees all IT functions, including cybersecurity, managing a team of IT professionals, and implementing strategies to enhance our technology systems and support the company’s overall objectives.
