as it relates to our M/WBE Program*.

*M/WBE Program: Our M/WBE Program consist of all certifying firms including; Minority Enterprise Business, Women Enterprise, Disadvantage Business Enterprise, Small Business Enterprise, Service-Disable Veteran-Owned Business, Section 3 residents, and Section 3 Business. EW Howell’s M/WBE Program is in compliance with the Federal, State, and City percentage goals and standards, as defined with NYS Executive Law Article 15-A, 5 NYCRR Part 140 and Federal Equal Employment Opportunity Act of 1972, and Housing and Urban Development (HUD) Act of 1968.

In October 2022, Dominique Ray joined EW Howell Construction Group as MWBE Compliance Administrator.

With 3 years of Commercial Construction Experience, Dominique has a successful, proven track record of economic inclusion for small, veteran, minority, and women-owned businesses.

As MWBE Compliance Administrator, Dominique strives to maintain and build our MWBE Program.


The intent of the program is to encourage and assist in developing business relationships between our company and Minority & Women Business Enterprises.
